I’m sorry about that! Yes, they are all only photograph textures, none seamless.
You can make them tile pretty easily in Photoshop (even Photoshop 7). Just clone portions of the edges, create new cutlines…oh, well, should write a tutorial.

Under what license are this published?
You will have to check each one for sure. Some are royalty-free, others are free for non-commercial use, while others are entirely free for use as long as you link back to the owner’s site. Some you will just have to contact the owner for sure.
